The ball wasn't going to start until evening and it was only 9 a.m. in the morning. This is why Gomez hated it to pack lightly when he's going to travel even for his own pleasure. Oh yeah, and wild Pokemon only appear in wild areas o3o never in cities unless there is an infestation event.
